BP was skimping on security features for the blown-out well

Representatives Henry Waxman and Bart Stupak, the top Democrats on the US House of Representatives Energy and Commerce Committee stated on Monday that "It appears that BP repeatedly chose risky procedures in order to reduce costs and save time and made minimal efforts to contain the added risk."  The strong accusation is issued just as BP CEO Tony Hayward is preparing to testify before the Committee on Thursday.
