Transparency in public procurement is not optional, says Corruption Watch in its recent submission to Parliament's Standing Committee on Finance on the Draft General Public Procurement Regulations. It must be built into every step of the process, from start to finish, thus enabling civil society, oversight bodies, journalists, and the public to catch problems before they escalate into another arms deal or construction cartel.
