Provincial capture wins as Panyaza Lesufi goes his own way in Gauteng

The ANC steps away from power-sharing in the province where it lost most decisively in the recent general election.

In the buckling Gauteng, kneecapped by corruption and beset by poor governance, the ANC has stepped away from effective power-sharing to entrench its rule.

On Wednesday night, after days of failed negotiations with the DA, which won 22 of 80 seats to the ANC’s 28, Premier Panyaza Lesufi gobbled the lion’s share of government MEC posts.

The IFP, Rise Mzansi and the PA each got a position. According to Lesufi, this is a fair representation of how the province’s people had voted. The ANC took seven of 10 positions and centralised crime-fighting (called Community Safety) in the premier’s office.

Lesufi has, against advice, installed the Gauteng crime wardens as a quasi-police force of insta-cops. They are called “amaPanyaza” in the cult of personality he has pioneered.

The DA has returned to the opposition benches after a fortnight of failed negotiations. The ANC would not yield a fair spread of portfolios to the party, which got just six fewer seats in the 80-seat house than it did.

Sources in both parties said ANC provincial bosses did not want to give up health, education, infrastructure, transport or any portfolios where rent extraction and patronage have become political culture. Each of these portfolios is vital to turn around the fortunes of the province’s people. 

 

Gauteng’s budget is about R168-billion this year, and while R120-billion is spent on health and education, there is still a lot of fat to feed the rentier state and tenderpreneurs.

The commission of inquiry into State Capture did not investigate provinces. Still, Gauteng has been a hornets’ nest of corruption, often making victims of the province’s most vulnerable citizens. Numerous investigations have shown how good governance in the province has been disabled and repurposed for capture.

The most devastating was the Life Esidimeni case in which “144 mental healthcare patients [died] and 1,418 others were exposed to torture, trauma and poor health outcomes”, according to the inquest into the tragedy. They were removed from mental care hospitals and clinics to fly-by-night facilities under the guise of empowerment.

During the Covid pandemic, the province was at the centre of the theft of billions of rands meant to keep people safe, as Mark Heywood reported here and here.

A year later, the health department whistle-blower Babita Deokaran was murdered after she uncovered and reported the theft of billions of rands by a network of health tenderpreneurs who were fleecing the province’s health department and hospitals with the connivance of bureaucrats and hospital bosses. The provincial state of patronage has meant that service delivery has died on the vine, as Daily Maverick reported across the province ahead of the elections. Kliptown, where the Freedom Charter was written, is in an advanced state of collapse, a symbol of wider disrepair that has accelerated across the province.

This report reveals why the ANC received only 34% of the vote in a province which was once the party’s heartland. Lesufi’s populist brand did not work in Gauteng, as voters turned their back on the party by either voting against it or staying away.

The premier punts pie-in-the-sky dreams of e-government, speed trains, and smart city models, even as the basics of electricity, water and transport systems fail across the province, as this report shows. Gauteng is unlike rural provinces, where the provincial architecture gives it a meaningful government function. The region is a collection of cities (Johannesburg, Tshwane and Ekurhuleni) and smaller district towns and councils.

The premier’s job is to ensure the municipalities work together to grow an economy responsible for a large chunk (more than 20%) of the national GDP. Instead, the province’s contribution to GDP is declining as Lesufi has negotiated coalitions with the EFF in Johannesburg and Ekurhuleni, which have run both cities into the ground. Gauteng voters are also city-dwellers, which explains why the ANC lost so badly.

Nationally and in KZN, the ANC has formed a government of the sensible centre in genuine attempts at power-sharing. But by refusing to yield important portfolios, Lesufi and the ANC have greenlit the continuation of the patronage systems.

It is short-sighted, as there are local elections in two years and Gauteng’s discerning electorate has shown it knows how to use its votes. DM

The DA - I'm sure to Ismail Lagardian's horror - have really done the right thing and stepped in to national and KZN governments but away from Gauteng, because now the voters all round will see excellent comparisons between their (hopefully) good management and the ANC's useless one. Roll on 2026.

Thank you for calling it out for what it is, for a change. This is all about the ANC's internal battle between the RET patronage mafia and those who still cling to some of its founding principles. I expect that Lesufi has gambled that the EFF and MK will protect him against no-confidence votes. The people of Gauteng will now get a unique insight into what a Doomsday Coalition government means in practice.

Panyaza may think he has won, but my money says he might have won this battle (so far) but is going to lose the war. In the new dawning government of South Africa, he can only manoeuvre so far to try and cover up his crony corruption. His opportunity to keep doing what he has done so far is diminishing and one thing for sure, if he keeps it up, guess what is going to happen at the next election. I keep saying the same thing, I cannot believe that the ANC keeps the cadre corrupt individuals in their ranks when it is exactly those corrupt individuals who are causing its demise. The ANC is quite literally eating its own tail.

I just did. Fair enough, it's got some sort of message about greed. And I certainly agree that greed is destroying humanity. The ANC are just repeating what the Dutch, English (particularly), Afrikaner Nats have already done to this country, and the Russians, Chinese and the Americans (if The Chump gets back in) are doing to the world. From my knowledge, the DA are the only ones in SA who have the slightest inkling of what 'proper' government actually is, and I sincerely hope that their incredible example down here in the Cape will expand to the rest of the country, whether they're 'white supremacists' (!!) or not.

Yet this is not so: “ Nationally and in KZN, the ANC has formed a government of the sensible centre in genuine attempts at power-sharing. ” National 40% ANC party snatched 62,5% of ministries and a whopping 77% of deputies. That’s hardly sensible. The DA walked away in GP because in ANC arithmetic 36%=70% - they learnt their lesson. While the ANC and the three tag-along tiny parties haven’t smelt the coffee that they lost and have no power base. But want to remain being close to the money.

I'll stick my neck out: I voted for Rise at national level, because I wanted to give Zille and Steenhuisen a bloody nose for their withering arrogance and lack of reading a room for meaning. They were never going to win at national level, and I wanted to see Rise enter parliament and the mainstream. However, I voted for the DA in Gauteng, believing they had a genuine chance to oust the sleazy ANC government here, probably not on their own, but certainly in a coalition. I have no regrets on either score, precious liberal that I am, but am sad and angry that the ANC has at least two more years to plunder the province before the local elections in 2026. I'm also glad they stepped away, and I hope that they redouble their efforts to uncover sleaze in Lesufi's cabal and start their campaigns for 2026 now, relentlessly pursuing the criminals who're ruining my province and city.

No it's not. It's exercising my democratic right in a way I felt was considered and moral. I listened to Zille again the other day carping on about 'if all those who voted for tiny parties blah blah blah' without for one single moment considering that perhaps people voted for other parties because they don't like the optics she gives. I used to admire her (voted for her too), but the ANC has literally stolen everything and given us the middle finger in return, and the DA STILL can't get beyond 22% of the vote - because their leadership is arrogant and dismissive. A more aware and thinking DA would have scooped up many more votes, but played to their base instead. No regrets.

Fair point. Cuts both ways though, DA voters have effectively voted for the ANC nationally, despite (if I remember correctly) the DA claiming they wouldn't coalition with the ANC. Reality is it's time for pragmatism, and parties have interpreted that differently. Some kudos for the DA refusing on principle, and utter bewilderment as the tail wags the dog in the ANC.

As someone who has had a few chances over the years to listen to Panyaza Lesufi in person I can gaurentee you the most important thing to him is his ego and his brand. It's not surprising to me that he wanted to keep all the power despite the electorate clearly punishing him at the polls. This is the same man who, when the MEC of education, used to travel around with a designated hype man who introduced him as "Prinicipal number 1" and the alleged top dog in the province. I only hope we can punish him even more at the next municipal elections.

Gauteng its already suffering. COJ have now paid back electricity deposits - some from 30 or more years ago, and are adding a HUGE electricity deposit to your electricity account. They have also added an "electricity surcharge" with no public notice or consultation. Just because they want more money in the coffers to continue doing what they have done - misappropriating funds while water infrastructure crumbles and rates increase by "valuing" properties way higher than you could ever get on the open market. Gautengers should come out on strike until Lesufi is replaced and / or a municipality is created in proportion to the votes.

Could the Gauteng Provincial Premier. whoever he might be, legally dictate to the CoJ and City Power, how they finance their spending? I mean, target Gwamanda, Morero, Ramokhele, Ntsoko etc about Metro issues, (electricity tariffs, valuations etc), not Lesufi, however objectionable he might be.

Drive around CapeTown, Somerset West, Stellenbosch, Paarl and Franschooek. Wherever you go there are a huge number of GP numberplates. Some of them might be holidaying here but I suspect the vast majority have moved here or are coming here to have a look. And they will like what they see. And if their circumstances allow they will flee to the WCape as fast as they possibly can.

In reality there is a huge semigration to the Western Cape. Try hiring a trailer from any province to the WC and see how far you get - there are non availbale, meaning it is one way traffic. And business brokers in the WC cannot get enough stock. I think that says it all.

yip, that boggles my mind too. Why has Cyril not instructed them to tow the party line? So it means that the looting continues unabated in Gauteng at the expense of the people. The only potentially good thing is that Lesufi is being given enough rope to effectively hang himself, just irks me that he then gets to continue stealing until the rope goes taught. Perhaps a vote of no confidence coming in Gauteng?

It seems Ramaphosa still hasn’t learned the first lesson of political survival. He has tried so hard to ‘unify’ the party by playing softly softly with his internal enemies. As a leader, you must take decisive action against those who undermine the direction you have set. Same as in business. As a leader, your role is to set policy and direction. Those who don’t like it must be forced out. But he took no action against people who openly undermined his leadership. Most incredible was his tolerance of Arthur Fraser. Also Lindiwe Sisulu. Nokosazama Zuma who voted against him in Parliament. And of course Jacob Zuma who is somehow still a member of the ANC!!!! Words can’t describe how utterly stupid this is. Now Panyaza Lesufi whose tenuous grab for power can only be described as an act of desperation to prevent scrutiny of the mass looting in the province’s during his watch. Ramaphosa must realise that if he has any hope of rebuilding the ANC, it all starts in Gauteng. By allowing this open rejection of the policy he has set for the GNU can only mean the complete annihilation of the ANC in Gauteng and once that happens, the total annihilation of the ANC.

An accurate assessment of the sad situation that Gauteng finds itself in, facing an ongoing continuation of the deterioration that has been apparent at the provincial and local government levels (which is also linked to the machinations of the provincial ANC in local government coalitions) and the continued expansion of patronage and corruption. The DA, civil society, the media and residents will need to be particularly active in demanding accountability and service delivery, in order to stop the decline. We can't all plan to move to the Western Cape, we need to work intensively to save Gauteng and the municipalities. Hopefully the media can continue to uncover the networks of corruption that the powers that be are seeking to retain control of at all cost. Please do lots of further digging on this, DM!

Agreed. I want to live in Gauteng and not in the Western Cape. This province my home and it needs to work. It is and will probably always be the heartland of industry and big business. It provides the greatest opportunities for employment, when governed well. It's precisely because of the wealth of opportunity that resides here, that Lesufi has decided to put it all on the line to get two more years of looting, before he is kicked to the kerb.

The Gauteng province is exclusively in the hands of the ANC. The two and one seat parties are smiling now but when a reshuffle comes, and it will soon, they will be dumped for Lesufi faithfuls. It’s worrying that this Premier wants control over Community and Safety…is he seeking private protection?

Outside of politics... This is just a sad day for Johannesburg. The city has been crumbling for years, and it's either across the line of or close to the line of the point of - costly/ extremely long /no return. The fact that these guys are back in charge continues a long-ringing death knell for South Africa's economic heart.

The ANC at national level should've stepped in to put Lootsafely in his place. I don't foresee conditions in Gauteng improving, it will likely only deteriorate further. Not only will this further diminish the ANC's support in the province, but also the national support. I'm gobsmacked that the senior ANC leaders allowed this to happen. God be with Gauteng, they surely are going to need it.

How does the ANC see itself earning any respect by elbowing out and bullying it's way to the front of the bread basket queue? Insatiable greed. Everyone knows their agenda, no secrets here. It therefore shows their appetite for improving the lives of citizens versus lining their own (already) glittering pockets. ( Zero for the people! ) No support from me for this (now obvious) criminal syndicate..

Clearly they want to hold on to the Johannesburg property company, so they can lease and fleece it to pay off who they need to. Carte Blanche already blew the lid on this so its not any news. Its crucial to their patronage network hence why they booted DA out when it gained control by buying votes.

This is Lesufi - His Wardens are an ineffective way to bolster crime prevention. Additional overheads and management. Illogical. I trained some of his wardens. Some very competent people who need a chance but clearly some favours passed. Some of them cannot walk and chew gum.

I guess Fikile has a name. Problem is what grouping would unseat him in a no confidence vote ? EFF will not vote him out as they have their own interests to look after in Ekurhuleni and Jhbg MK and DA will not work He will sit pretty best to hope for is that in 2 years time he gets routed in the council elections

How was he chosen as premier? With DA and other support - ie the basis of a broken deal? Prediction : he is going to come face to face with democracy with a vote of no confidence. The ANC and its sidekicks don't have majority of the seats. So to avoid nightmare, the ANC will in Gauteng have to rely on EFF and/or MK. That means we're at ludicrous outome where in government and several other provinces, there is cooperation but in one province because of one premier, there is the exact opposite. How long before ANC recalls him?

To see the bigger picture the DA needs to do some introspection. They were too hasty in supporting the Presidential nomination and Speaker and be happy with Deputy Speaker and expecting to influence cabinet/provincial posts. The DA has to learn to trust the ANC only with what is on paper counter signed by the Chief Justice. Our Minister in the Presidency says the bloated cabinet is the will of the people whereas only one man could pick and choose these appointments/rewards.

There is no bigger racist nor more corrupt premier than this fool. Anyone remember the school disinfection scheme? Come 2026 the ANC will be gone in the municipalities, maybe then things will improve. It boggles my mind (well not really) that the ANC NEC is allowing this to happen

Intriguing how the issue of possibly raping the fiscus is top of mind (perhaps understandably) in most of the comments on Ferial Haffajee's excellent article. To my mind, top of mind are the deaths that the former Gauteng provincial government must bear responsibility for, and their successors now. To my mind, the DA has been fortunate in dodging a silver bullet by pulling out. As for Rise Mzansi... hang your head in shame for participating in this farce, and the IFP. As for the PA, one would have expected nothing less. And the deaths I speak of? Read Haffajee's article again: "The commission of inquiry into State Capture did not investigate provinces. Still, Gauteng has been a hornets’ nest of corruption, often making victims of the province’s most vulnerable citizens. Numerous investigations have shown how good governance in the province has been disabled and repurposed for capture. "The most devastating was the Life Esidimeni case in which '144 mental healthcare patients [died] and 1,418 others were exposed to torture, trauma and poor health outcomes', according to the inquest into the tragedy. They were removed from mental care hospitals and clinics to fly-by-night facilities under the guise of empowerment." Take in those figures again: 144 people died and 1418 others were exposed to torture, trauma and poor health outcomes. And the ANC will turn around and tell us all it is acting in the interests of people among whom will be those like those whose hardships they supervised in the last Gauteng administration.

In a radio interview this morning Panyaza assured us that he is in posession of an initial letter from the DA where they only asked for 3 seats! Is the real culprit maybe the wonderful DA's Solly? Then, Panyaza said, the DA suddenly changed their tune and wanted 5 seats! I have not heard or seen anything from the DA on this allegation.

I don't get it. He isn't allowed to offer less than the ratio of votes! Why did the DA give up? Why isn't someone like the President telling him to do what he's supposed to. How can this be allowed to happen without any intervention???

The author conviently use the term "capture" because the DA did not get its way. As the party that got the most votes, he's entitled to select his MECs. 78% of South Africans rejected the DA but the media make it seem they won the election. They got approx 165000 less actual votes than in 2019. The ANC did not lose votes to the DA & the ANC won the most votes giving them the constitutional right to govern. The president invited the DA into his cabinet. The media must stop making it seem that the DA has any constitutional right to appoint cabinet ministers.

Finally someone telling the truth about the fact that the DM only seems to target the anc the only story’s on the DM that are about the DA have always been good for the parties image however the DM will lie and manipulate to make people think the ANC is just getting worse but that is most definitely not the case

Panyaza Lesufi could be in a very precarious position since he might only have in total 40% voter representatives (ANC + PA + IFP + Rise in the Gauteng Province) to approve anything he wants to ratify in the Gauteng Province which means that he might have 60% opposition votes (if everyone is in the house and voting). Poor Gauteng voters will have to bear the brunt of his big mistake that nothing ever gets approved and thus nothing even done - bye-bye Johburg/Pretoria/etc.

You are so right! Lesufi's mendacious actions in seeking to derail the negotiations with the DA are nothing short of wanting to perpetuate the entrenched corruption in the Province, of which he is an integral part - remember the scandal over education funds. Instead of playing "Dog in the Manger", Lesufi could have enlisted the DA correct contingent of MEC's to help him with bringing order and governance and with it a recognition of his leadership. The ANC just cannot get over the fact that it is no longer the dominant party and will never again be the dominant party. So very sad!
