GNU talks hit yet another deadlock as ANC’s revised Cabinet offer riles DA

In the latest development in South Africa’s political landscape, the ANC and the DA have yet to reconcile their differences over Cabinet positions in the emerging government of national unity.

The DA has called a special Federal Executive meeting for this afternoon (Thursday) to deliberate on the latest developments involving the government of national unity (GNU)

This comes as the ANC and the DA have yet to reconcile their differences over Cabinet positions in the emerging GNU. The ANC’s recent revision of its initial offer has caused significant setbacks in the ongoing discussions.

The DA, had upheld its part of the initial agreement by supporting Cyril Ramaphosa’s election as President and backing Thoko Didiza as Speaker of the National Assembly. However, according to sources, the ANC’s internal pushback has led to a revision of its offer to the DA, straining the negotiations.

According to sources within the ANC, the party faced significant resistance from its internal factions, prompting a reevaluation of the proposed Cabinet roles offered to the DA. The eight other GNU parties have temporarily withdrawn from the discussions to allow the ANC and DA to resolve their disagreements.

The UDM’s Bantu Holomisa told Daily Maverick they had heard that the DA was threatening to pull out of the negotiations if the ANC stuck to its revised offer. Holomisa said the revised offer does not include trade, industry and competition departments, which does not sit well with the DA.

“The ANC should have Plan B if the DA pulls out,” he said. “Now it looks like they had a private deal before the discussions of the GNU. We are waiting for them to come back to us and it must be noted that GNU is not yet established, it’s only a statement of intent.” 

Tensions with the DA

The South African Communist Party (SACP), an ANC alliance partner, accused the DA on Wednesday of trying to overshadow the ANC. This came after a leaked letter from Helen Zille, the DA’s Federal Council chairperson, was made public. In the letter, Zille requested that DA deputy ministers be appointed in all DA-led ministries, and demanded a say in the appointment of directors-general in these ministries.

Negotiations hit a critical point on Wednesday evening when the ANC proposed a new deal involving “lesser portfolios”, which had not been previously considered. This change followed the DA’s readiness to accept seven ministers and seven deputy ministers, and several key departments. 

Sources in both the ANC and DA said the ANC’s revised stance suggested that the DA would not receive multiple significant departments within the economic cluster, leading to a deadlock.

Internal reactions and next steps

The DA’s negotiating team, empowered to make decisions, is expected to meet this afternoon with the party’s Federal Executive to deliberate on the ANC’s revised offer. DA insiders expressed dissatisfaction with the new terms, accusing the ANC of negotiating in bad faith.

The ANC has already taken steps to brief its members. Secretary-general Fikile Mbalula has called for extraordinary regional meetings over the weekend to inform ANC structures about the NEC’s decisions and the progress of GNU negotiations.

This is contained in a letter leaked to the media. 

Courting other alliances

Meanwhile, the ANC continues to engage with the uMkhonto Wesizwe party and the EFF. However, a deal with the EFF appears unlikely, as evidenced by leader Julius Malema’s recent social media post in which he disparaged Mbalula by referring to him as Nelson Ramodike, a derogatory comparison to a former apartheid-era figure.

DA national spokesperson Solly Malatsi declined to comment on the latest developments but said the party remains committed to the statement of intent to set up a GNU. 

“The purpose of our negotiations now is to give expression to that statement so that we are able to make a positive impact on the lives of South Africans. We obviously cannot enter a government if we do not have the means to effect positive change. We are hopeful that we can reach a satisfactory agreement with the ANC.”

Impact on Parliament

The delay in finalising the Cabinet has already started to affect the operational functions of Parliament. Masibulele Xaso, secretary to the National Assembly, highlighted the uncertainty facing members of Parliament, who are unsure whether they will remain in their parliamentary roles or be appointed to ministerial positions.

As Parliament begins to set up its structures and committees following the establishment of the seventh Parliament two weeks ago, the unresolved Cabinet positions continue to cast a shadow over the legislative body’s proceedings. DM

I don't agree. This is a one time only opportunity to correct the direction of travel. If the ANC don't buy into it then the country is doomed. Likewise if the DA discard principle and allow the mafia state to continue.

A previous Daily Maverick article on this had a picture of Fikile Mbalula and Helen Zille as its banner. My heart sank when I realised that one of the DA negotiators was going to be Helen Zille. Her negotiation style is something like, "I am right and we won't move off this point until everyone in the room agrees with me". A better style, but I don't know if there is any one left in the DA who employs it, is, "I see we have a conflict of ideas here. What can we do to somehow meet in the middle and satisfy all of us?"

All of us honest South Africans should thank our lucky stars for Helen Zille and her principles of equality, fairness and justice for all. Without her and those like her all South Africans would be in much deeper trouble than we are today. I'm afraid that you fall prey to thinking that the people Helen and the DA have to deal with have a similar backhand swing as you do. Unfortunately they are not even playing tennis, and I submit you don't understand the rules of the game they are playing, and you should maybe reflect on the fact that Helen does.

Neither the 2 got majority votes, if you can look on my last comment after the results i did say the country needs a DA/ANC government, each will now push their envelopes to roof but the rights enshrined in the constitution cannot change, Hellen must give John space to operate she can deal with Mbalula, i have faith in John he must just stop swearing.

ANC are still living in the good old days denying the fact that the voters don’t want a pure anc-government. Since anc has to include other parties to govern, Ramaphosa now is characterizing these parties as wanting to create a parallel government. This demonstrates Ramaphosa as the wrong leader for SA. The anc strategy is to run the negotiations to a break, with new elections where they score higher if they are running an advanced blame game where DA was the reason for breakdown. DA shouldn’t have joined this hornets nest and rather waited until anc, eff, mk have run this country to rubbish before seriously entering the arena.

I don't agree with you either. This is a golden opportunity for the ANC to do right for all South Africans and it is absolutely the correct thing to do for the ANC to work with the DA to help them clean house and set the stage for real improvement in our beautiful country. This is not about proving a point, it is about saving lives and giving our people the real freedom they were promised in 94. Empowerment and choice.

I can say without a shadow of a doubt that there is one of two possibilities for the ANC behaviour now (or a combination thereof): 1. They didn't actually bother to think through what the DA agreed to and are going "ooops" and trying to pass the buck; or 2. They did think it through and went ahead anyway just to get the support and are now being completely unscrupulous. Either of these things is equally possible for the ANC. The other certainty is that what the ANC is doing now is beyond stupid and will be to the detriment of all South Africans. It is time for them to grow up and recognise that you can't have a functioning society in a criminally run state. The DA is actually their ticket out of the trouble they've caused over the last 30 years - they just need to wake up and see it.

Why does the DA not cut out the middle person and negotiate directly with Cosatu? They may learn something in the process. The betting must be starting to favour the ANC forming a coalition with the minnows. This may look on paper less stable than partnering with the bigger parties but that option is looking less viable. If you take DA, EFF and MK out of the mix, there are still 57 seats of smaller parties in play and ANC needs another 42 for 50%+1.

Fortunately the ANC has no appetite for MK or EFF as it is in their worst interest to work with them, Ramaphosa is a quiet smart negotiator with a sound business acumen, he will do the right thing, which is working with the DA.

I fear you ascribe too much power to Ramaposer. He is still only the puppet getting his strings pulled by the shadowy power behind the NEC. The real question is what the hell does that shadowy power want except to rule unfettered?

Nope with 40% the ANC as a party lost power but Ramaphosa has 100% presidential powers, he has enough resources to leave politics and be judged correctly by history, secondly it's not his first GNU negotiation or the first time he leaves active politics, on hindsight he will not destroy the economy because business is his back up plan, he is not the type who invest in politics, watch this space.

The SACP and COSATU did not contest the election. The supported the ANC which lost it’s majority. They are the reason we have the highest unemployment rate in the world. North and South Korea are classic examples of command versus free market economics and the results. Surely even the most indoctrinated fool can view this example and see which method to follow

How typical of the SACP to accuse the DA of trying to overshadow the ANC, the SACP has always been out of touch with reality and this just confirms that fact. The ANC was overshadowed, in-the-election, dummies. It's a failure, it must be overshadowed otherwise its corrupt culture will just deliver more of the same incompetence, deceit and corruption. The SACP like 40% of South Africans, care more about having a black government than they do about having a competent, honest government, this is why communism always fails - ideology trumps rationality.
