Twenty-two-year-old Salman Abedi is believed to have carried out the attack, himself dying in the process. Police believed that Abedi's parents had fled Libya under the Khadaffi regime, settling in Britain. No additional details were provided. The heightened level means that authorities are anticipating a further, imminent attack. Military will now be deployed to critical sites, with armed police roaming on patrol throughout the country. In the wake of the Manchester attacks, the UK is clearly taking no chances. [Martial law in Southern Philippines](http://email.touchbasepro.com/t/d-l-kjjhltd-l-c/) President Rodrigo Duterte has declared martial law for 60 days on the Philippines island of Mindanao. The measure was enacted because of the threat posed by a militant group based on the island. They are linked to Islamic State and clashes with security forces on Tuesday left three dead.
