This judgment is the judicial part of that accounting.” Friday’s Constitutional Court judgment not only rescued South Africa’s grant beneficiaries and put Cash Paymaster Services (CPS) in its place, it opened a new avenue for political accountability. The court had to push “at its limits” of its powers due to the “exceptional circumstances” and “a national crisis”. It found Social Development Minister Bathabile Dlamini “responsible for the crisis”, but did not refer her to President Jacob Zuma or Parliament to be held accountable. Dlamini is effectively under supervision of the Constitutional Court while Zuma is suddenly intervening – after another non apology. Investigators were working to determine 39-year-old Ziyed Ben Belgacem's motives. Belgacem had held a soldier at gunpoint in the airport. The quick-thinking hostage dropped to her knees, allowing two colleagues an opportunity to shoot Belgacem. [World Bank announces major funding](http://email.touchbasepro.com/t/d-l-hhzhrl-l-o/) The World Bank has revealed that $57-billion has been allocated for the financing of projects in Sub-Saharan Africa; 448 projects spanning all manner of fields will be targeted for World Bank grants or interest-free loans. In the wake of a major US drawdown in foreign aid, the World Bank appeared to be stepping into the breach.
