The second was that the ANC was “psychologically ready to be in the opposition benches” in municipalities. These were indicators of where the ANC stands on dealing with its Zuma problem and the state of coalition talks. But the more critical decisions were that the budget should be “reprioritised” and the principle of no-fee increases at universities should remain.
