Philippines declares emergency as election death toll rises to 46

Philippine President Gloria Arroyo put two southern provinces under emergency rule after security forces found more bodies in graves, pushing the death toll from election violence to 46. This has now become some of the worst election violence in Philippine history. This part of the Philippines is torn by violent political rivalries, and a long-running Islamic insurgency, but these killings have shocked the country. Many of the victims, among them women and journalists, were found in a mass grave after about 100 gunmen stopped a convoy of people on their way to file a local politician’s application to run for provincial governor. A media rights watchdog group says this may be the world's worst mass killing of journalists. For more, read the AP
