Finns say broadband is a legal right

Finland’s parliament has just passed a law that declares broadband a legal right, not merely a privilege, for every Finnish citizen. Until 2015 the minimum right will be a 1MB connection. In 2015, however, it will grow all the way up to 100MB. Finland’s legislation on broadband is the first globally, but we presume others will follow, and soon. There is a growing consensus (South Africa’s communications department excluded) that broadband connection is an infrastructure issue in the same way as paved streets and access to water. (South Africa’s transport and water affairs departments excluded.)
