Obama warned not to act on climate without Congress

Republicans have reminded US President Barack Obama he needs Congress to make real any commitments he undertakes on reducing emissions of global warming gases at Copenhagen. Seven senators held a news conference to press home this point. More generally, the senate is very unlikely to support any treaty that does not incorporate China and other G-77 nations in binding actions. The senators also said they planned to try to block the Environmental Protection Agency from regulating greenhouse gases under its new finding. For more, read the AP
